More From Washington. Washington passed a solar incentive bill in 2005 and by 2014 it was clear that new funding was needed. After 4 years of trying a bill finally passed this year. Last year after the bill did not pass solar owners received less of the performance based incentive than they signed up for, and the whole State industry contracted. This year the strategy of getting through to individual Senators finally paid off as bi-partisan support was needed. The State incentive cap has been increased, the reduced incentive has been shored up for existing solar owners, and the incentive steps down over 4 years to assist the weening of solar off of subsidies.
